Most recently, Mr. Fleming served as the Director of the Container Security Initiative (CSI), CBP’s overseas supply chain security program spanning 39 partner countries and over 70 seaports worldwide. He designed and implemented a comprehensive, all-threat risk management framework expanded to include trade fraud, sanctions evasion, at-risk wildlife, and intellectual property rights violations. Under his leadership, integrated targeting and information-sharing protocols resulted in a more than 30% increase in joint enforcement actions.
Prior to leading CSI, Mr. Fleming was the Acting Director of Field Operations for CBP’s Baltimore Field Office, where he oversaw operations at 29 ports of entry. He directed risk-based enforcement across all transportation modes and led a nationally recognized trade targeting program repeatedly cited by the National Targeting Center as among the most effective in the country.
Mr. Fleming previously served as Assistant Director of Field Operations for Trade and Border Security, where he transformed the region into an intelligence-led, data-driven targeting environment. He embedded intelligence capabilities at the port level, directed nationally recognized trade-fraud enforcement initiatives, and oversaw deployment and operational integration of CBP’s Non-Intrusive Inspection (NII) systems.
Earlier in his career, Mr. Fleming led multi-modal border operations as the Area Port Director in Portland, Maine. He expanded joint enforcement operations with U.S. and Canadian partners and established the region’s first integrated small-vessel security program. At CBP headquarters, Mr. Fleming held multiple senior leadership roles and played a central role in developing and implementing advance electronic data requirements, the Free and Secure Trade (FAST) trusted driver program, express consignment and international mail targeting frameworks, and numerous national cargo processing modernization initiatives that continue to underpin CBP operations today.
A recognized international advisor, Mr. Fleming has provided training to customs administrations across the globe and has presented to the World Customs Organization (WCO) on cargo security and customs–industry cooperation. He has supported numerous bilateral and multilateral engagements focused on customs modernization and enforcement strategy.
Mr. Fleming began his federal career as a Customs Inspector at the Ports of San Ysidro and Otay Mesa, California. He holds a bachelor’s degree from the University of Maine at Farmington. His honors include CBP Commissioner’s Awards for innovation and Bioterrorism Act implementation.
