Mr. Lupinacci is the former Vice President of Security and Government Compliance at Worldwide Flight Services. In this capacity, he led the regional security staff team, assuming responsibility for all security of 95 cities and over 10,000 employees. In addition, he developed and implemented strategic security culture change programs.

Mr. Lupinacci spent 6 years at the Transportation Security Administration (TSA) serving as Assistant Branch Chief and Transportation Security Specialist respectively. As Assistant Branch Chief, he developed and administered the Certified Cargo Screening Program to help freight forwarders and shippers pre-screen and meet 100% screening mandate for all goods transported on passenger aircraft without risk of flight delays or cargo damage. In addition, he led a team of 12 Principal Cargo Security Analysts. 

As a Transportation Security Specialist, Mr. Lipinacci played a critical role at the Office of Security Policy and Industry Engagement by developing air cargo regulations, technological solutions, and policies that enhanced air cargo supply chain security while ensuring the free flow of commerce through intermodal transportation systems.

Prior to joining the Transportation Security Administration, he served as the Director of Cargo Security and the Managing Director of Worldwide Flight Services respectively. As Director, he planned and initiated security enhancement in advance of proposed TSA requirements for the Certified Cargo Screening Program, developed cargo consignment processing methods to ensure TSA compliance, and implemented internal TSA audits. As Managing Director, he supervised eight airport general managers at sites serving over 65 air carrier customers.

Previously, Mr. Lupinacci has also worked as Duty Cargo Manager at British Airways World Cargo and as the Operations Supervisor and Cargo Traffic Agent for Japan Air Lines.
