CTPAT 2024 Impact Report

The Customs Trade Partnership Against Terrorism (CTPAT) Program recently issued the 2024 CTPAT Impact Report. With over 10,000 certified members representing more than 52% of U.S. imports by value, the CTPAT program remains a vital part of U.S. supply chain security strategy. Through partnership with the private sector, CTPAT continues to strengthen national security by helping U.S. Customs and Border Protection (CBP) to secure the more than 38 million cargo shipments entering the U.S. every year. 

Return on Investment (ROI): 

While CBP continues to develop a holistic approach to calculating ROI for members of CTPAT, the program does provide data for specific program benefits. In FY2024 alone, partners saved over $47 million in reduced cargo examinations, representing a slight increase over FY2023. These operational efficiencies provided to CTPAT members translate directly into reduced shipment delays and more predictable logistics for all partners. For both small businesses and companies managing complex global supply chains, the financial case for participation is strong and growing.  

Beyond financial ROI, CTPAT membership offers over 35 benefits that support both compliance and stability. Members are prioritized during times of port congestion or supply chain disruption, have greater access to CBP resources, and benefit from preferential treatment in other countries through CBP’s Mutual Recognition Arrangements (MRAs). 

Why Validations Matter:  

In 2024, CTPAT conducted over 2,400 validations to assess whether CTPAT members were meeting the necessary security standards. Further, CTPAT also completed 33 validations in the Nuevo Laredo Metropolitan Area, in connection with the opening of the 1st CTPAT Field Office on the Southwest Border in Laredo, Texas. These validations, whether conducted virtually or on-site, are essential not just for oversight, but for collaborative improvement. They allow CTPAT to spot potential vulnerabilities, offer tailored recommendations, and ensure that members are not just compliant on paper but operationally secure in everyday practices.  

Technology & Modernization Drive Program Efficiency: 

CTPAT made key technology upgrades in 2024, including the launch of 2 new cloud-based portals with increased cybersecurity supporting the CTPAT Security and Trade Compliance programs. These upgrades allow field personnel easier access to both portals, enhancing CTPAT’s ability to deliver benefits to partners.  Through virtual validations, CTPAT utilized technology to reduce costs and achieve an 81.3% increase in program savings in FY24. 

Utilizing Partnerships: 

Partnerships continue to play a vital role in the strength and global reach of the CTPAT Program. Through ongoing collaboration with the World Customs Organization (WCO) and Authorized Economic Operator (AEO) programs in other countries, CTPAT enhances the mutual recognition of trusted trader programs across borders. CTPAT is a premier AEO program globally and by collaborating with trusted partners, CTPAT expedites the secure movements of complaint trade by segmenting low-risk cargo from high-risk cargo. These partnerships with the WCO and foreign customs agencies expand CBP’s security standards globally, while providing American companies with reduced inspections in 44 countries.  

The Upshot: 

The 2024 CTPAT Impact Report reinforces that supply chain security is a smart and rewarding business investment. Companies that commit to the program’s requirements benefit from fewer delays, cost savings, and stronger positioning in the global trade landscape. However, these advantages and benefits are earned, not given.
