His career began in the Dutch Tax and Customs Administration where he held numerous positions working on national and international customs matters. This included serving as an Audit Coordinator responsible for regional audit policy; as well as the Project Manager for an EU project for the design and testing of a method for issuing cross border authorisations.
During his career with Dutch Customs, Mr. Berkhuizen also managed several projects to provide training and assist foreign customs administrations in developing trade facilitation programmes, particularly Authorised Economic Operator (AEO) programmes and audit programmes. He led such training projects in for customs authorities in Romania, Macedonia, China, Mongolia, and Indonesia.
After his time with Dutch Customs, Mr. Berkhuizen continued providing training and capacity building in customs and trade facilitation. He has been a senior consultant and technical expert in customs for projects with the Asian Development Bank (ADB), German development agency (GIZ), and US Agency for International Development (USAID). This work has included assisting in the development and implementation of AEO programmes in Dubai, Bangladesh, Australia, and Western Balkans. He also supported the development of customs strategy in Nepal and developed a Post Clearance Audit training program for Ethiopian Customs.
Mr. Berhuizen holds a bachelor’s degree in Tax audit from the Central Education of Tax Administration and is a Post Master Certified Public Auditor/Accountant from Nijenrode University in Amsterdam.
