David Austin is a Customs Operations, Information Technology, and Training expert with 33 years of government experience and 14 years as a consultant/trainer in the private sector. He began his career with the U.S. Customs Service as a Customs Inspector and ended his federal service with U.S. Customs and Border Protection (CBP) as the Assistant Port Director, Trade Operations for the Port of Baltimore. For 23 years he served at Customs/CBP Headquarters as an IT manager involved in system design, development, documentation, testing, training and implementation. During this time, he helped modernize and enhance the automation behind numerous CBP operations and trade processing systems.
Most recently, Mr. Austin has provided support to the Passenger Systems Program Directorate Training team in the CBP Office of Information Technology. His contributions include development of training plans and training materials and delivery of classroom and remote training. He is recognized as a Subject Matter Expert in CBP Enforcement Systems for processing vehicles, drivers and passengers, pedestrians, air and sea travelers, crew members, private aircraft, pilots, vessel owners, operators and passengers.
He has also provided support to the CBP Office of Field Operations (OFO) in the design, configuration and implementation of a nationwide scheduling tool used to create resource-saving efficiencies in the scheduling process for thousands of CBP Officers and other personnel. As the OFO Training Team Lead for the scheduling tool, he developed a training plan and training materials and provided instruction to field trainers.
During the last 8 years of his government service, Mr. Austin managed a staff of 70 inspectors,15 import specialists and 14 entry specialists responsible for entrance and clearance of vessels, aircraft, passengers and cargo imported into and exported from the Port of Baltimore. He provided direct support to the Port Director and Senior Managers in implementing and managing complex import and export policies and regulations. He participated in numerous special assignments including management training, mentoring program, structured interviewing and conducting administrative inquiries (fact-finding).
As the Director of the Enforcement Systems Quality Assurance Division he directed activities of three branches responsible for data quality assurance, program acceptance testing, and national training of major national automated enforcement system utilized by numerous federal law enforcement agencies for inspections, investigations, reporting and management statistics.
