Chris Perry

Chris Perry is a border management and port expert with over two decades of service with U.S. Customs and Border Protection (CBP). He has held leadership positions in the field, overseeing cargo and traveler operations, immigrant policy, and trade enforcement and facilitation at multimodal port locations. He has also been responsible for overseeing program and operations offices at CBP headquarters.

Mr. Perry was the Director of Field Operations (DFO) in Detroit, Michigan, for U.S. Customs and Border Protection (CBP) from August 2008 to December 2023. He managed resources valued at more than $150M and directed the activities of over 1,700 employees. In this capacity, Mr. Perry was responsible for anti-terrorism policies and operations, cargo and traveler operations, immigration policy and admissibility, agricultural inspections, and trade enforcement and facilitation for all the ports in the State of Michigan. 

Mr. Perry oversaw seven ports of entry located throughout Michigan that included international land border, airport, rail, and maritime operations. Ports within the Detroit Field Office inspect more than 15.7M passengers, 6.3M vehicles, and 13,000 aircraft annually. Additionally, imports through the Detroit Field Office are valued at more than $138B annually.

Mr. Perry led design and construction efforts of new CBP port of entry facilities valued at more than $600M to include the Port of Champlain, NY, and the new border crossing currently under construction as part of the $5.7B Gordie Howe Bridge Project scheduled to open in 2025. Mr. Perry has significant experience in the commissioning of new facilities and the integration of new and emerging technologies into international border crossing operations.

Prior to being selected as DFO, Mr. Perry held a variety of positions with increasing leadership responsibility in both CBP Headquarters (HQ) and in field locations. He served as the Area Port Director in Champlain, NY from December 2000 to August 2008.  During 2008, Mr. Perry also served as the Acting Deputy Director of the $352M Western Hemisphere Travel Initiative program in CBP HQ that revolutionized land border vehicle processing in the United States. In 2010, Mr. Perry served as the Acting Director Field Operation in Los Angeles overseeing some of CBP’s largest and most complex operations at the Los Angeles Seaport and LAX Airport. In 2016, Mr. Perry served as the Acting Executive Director, Operations in CBP HQ where he oversaw the day-to-day operations for over 24,000 employees at ports of entry and pre-clearance operations worldwide. Early in his career, Mr. Perry held all the core frontline positions related to trade operations in ports of entry.

Mr. Perry holds an MBA from Loyola University and a master’s degree in human resource development from Towson State University. He completed his undergraduate work at the State University of New York at Buffalo. Mr. Perry also has nearly 12 years of military service and has served as a member of the New York and Maryland Army National Guard.
