CT Strategies Welcomes Richard Loria to the CTPAT Navigator Team


Mr. Loria brings deep expertise in U.S. Customs and Border Protection (CBP), supply chain security, and international engagement to CT Strategies.

Most recently, he served as Director of the New York CTPAT Field Office and Acting Director of the Newark CTPAT Field Office, where he led operations and oversaw approximately 3,000 CTPAT partner companies, nearly one-third of total program participation. In these roles, he provided strategic oversight, partner engagement, program implementation, and risk-based security validation leadership.

With a career dedicated to advancing trusted trader programs, Mr. Loria has conducted and supervised hundreds of security validations, authored national and local Standard Operating Procedures including virtual validation guidance during the COVID-19 pandemic, and developed tools to support CTPAT applicants and members. He has also played a pivotal role in Mutual Recognition Arrangements (MRA) with foreign customs administrations and provided capacity-building support to customs authorities abroad.

At CT Strategies, Mr. Loria will work with the CTPAT Navigator team to help companies navigate every stage of their CTPAT journey, from initial certification and validation preparation to ongoing compliance, training, and program enhancement. His extensive knowledge of CBP standards and supply chain security best practices will strengthen the firm’s ability to guide clients in achieving and maintaining trusted trader status.
