CT Strategies is excited to welcome Michael Ginn as the newest member of our team of customs and supply chain security experts!
Mr. Ginn joins CT Strategies following an accomplished 30-year career with U.S. Customs and Border Protection (CBP), where he held leadership positions across several critical areas.

During his tenure at the Miami Field Office, one of the nation’s most dynamic and complex trade environments, he led Tactical Units as well as the Fines, Penalties, & Forfeiture (FP&F) Unit, overseeing operations at Miami International Airport—the busiest U.S. gateway for international freight and the second busiest for international passengers.
He also played a key role in shaping the Customs-Trade Partnership Against Terrorism (CTPAT) Program. His accomplishments include authoring the AQUA Lane benefit for sea carriers, advancing mutual recognition with Japan’s trusted trader program, and directing the Miami CTPAT Field Office.
At CT Strategies, Mr. Ginn will bring his deep expertise to our CTPAT Navigator services, joining a team of former CTPAT Program Directors and Supply Chain Security Specialists (SCSS). The CTPAT Navigator team helps companies obtain and/or maintain CTPAT certification; supporting clients in strengthening compliance programs, enhancing security practices, and maximizing the benefits of CTPAT participation.
In addition, Mr. Ginn will contribute to CT Strategies’ international capacity building work, through which we assist customs administrations and border agencies around the world. These projects include advancing Authorized Economic Operator (AEO) programs, improving risk management and targeting systems, assessing port operations and security, and providing training for customs officers and border personnel.
We are thrilled to have Mr. Ginn’s extensive knowledge and leadership on our team as we continue supporting both private sector clients and government partners worldwide.
